Prachanda has reduced the chances of PLA integrating with NA. The integration is not at all probable now. Even if the integration happens, it will be far less than 7000 soldiers. Those integrated will be left alone because of the revelation by their chief. Thus Prachanda played with the future of the party members. So he should have resigned from the president of the party on the moral ground.
